  1. Preheat oven to 350ºF
  2. Prepare pasta according to package directions; drain
  3. In large bowl, toss pasta with oil; reserve 1 cup pasta for filling
  4. Toss remaining pasta with Parmesan cheese and eggs
  5. Turn into 10-inch pie plate
  6. Press pasta mixture into bottom and up sides of pie plate to form crust
  7. Evenly spread cottage cheese over bottom of pasta crust
  8. Set aside
  9. In medium skillet, sauté ground beef, onion, and green pepper until meat is brown and crumbly
  10. Drain excess fat
  11. Stir in stewed tomatoes, tomato paste, oregano, garlic powder, pepper and salt if desired, and reserved pasta
  12. Heat thoroughly
  13. Spoon meat mixture over cottage cheese
  14. Cover loosely with greased foil
  15. Bake 20 minutes
  16. Sprinkle with mozzarella cheese and re-foil; continue baking for 8 to 10 minutes or until cheese is melted
